Common position of TI-Bulgaria regarding the absence of measures on the Institutions to establish an Electoral Board
We believe that the caretaker government should make a clear commitment in the dialogue with civil society.
As a long-time observers of the electoral process in the country, we have adopted a positive idea for the establishment of Electoral Board in connection with the upcoming elections. Based on our impressions of a similar format to previous election periods appreciate that it has a positive effect.
It provides immediate information on the activities of the institutions in preparation of elections and create conditions for direct dialogue between institutions, NGOs and experts.
We believes that the board format of interaction between observers, experts and institutions aimed at achieving three objectives: 1) to ensure the transparency of the process; 2) creating conditions for accountability of the actions of the institutions; and 3) the interaction between all parties to allow the exchange of opinions and recommendations to overcome the difficulties and distrust surrounding the electoral process in the country.
We expressed our willingness to participate in a similar format. It is in response of the caretaker government that its main commitment is to ensure holding of transparent and fair elections.
According to us it’s not too late to start a dialogue between institutions and civil observers based on the platform Electoral Board. We expect that institutions will approach this idea that is general agreement by all and has the potential to increase transparency, dialogue and trust in the electoral process.
